CNN —Ukraine’s parliament has scrapped plans to give soldiers who have spent prolonged periods fighting on the frontlines the chance to return home on rotation, after passing a draft law seeking to boost the number of soldiers in its military. The draft law passed Thursday with 283 votes in favor, including a raft of measures aimed at providing a desperately needed boost for Ukraine’s military. Dozens of wives and relatives of servicemen gathered outside Ukraine’s parliament Thursday to protest the passing of the draft law, demanding that demobilization deadlines be included. Libkos/Getty ImagesThe issue of mobilization has bedeviled Ukrainian lawmakers for months, as the needs of its military clash with political constraints. It is not clear when the draft law passed Thursday will receive presidential approval.

The Ukrainian Parliament passed the measure in May 2023 but Zelensky had not signed it into law until Tuesday. Firstly, men are drafted into military service. The law signed by Zelensky on Tuesday lowers the age they can be drafted to 25, but leaves the mobilization age at 27, However, the Ukrainian Parliament is also considering a bill that would reduce the mobilization age to 25. Disagreement regarding the draft age is believed to be one of the reasons why Zelensky fired Zaluzhnyi in February of 2024. But Zelensky previously said he would agree to a law to mobilize younger Ukrainian men, if it was “really” needed.

President Volodymyr Zelenskyy of Ukraine is speaking during a joint briefing with Prime Minister of Greece Kyriakos Mitsotakis outside the Transfiguration Cathedral, which was destroyed by Russian shelling, in Odesa, Ukraine, on March 6, 2024. Ukrainian President Volodymyr Zelenskyy dismissed a longtime aide and several advisers on Saturday in a continuing reshuffle while Russia unleashed fresh attacks overnight. Zelenskyy dismissed top aide Serhiy Shefir from his post of first assistant, where he had served since 2019. Ukraine's air force said Saturday that Russia launched 12 Shahed drones overnight, nine of which were shot down, and fired four missiles into eastern Ukraine. Russia has escalated its attacks on Ukrainian energy infrastructure in recent days, causing significant damage in several regions.

But with Russian forces still inside the country and millions of Ukrainians displaced from their homes, fighting on the frontlines, or living overseas, there is no election in sight. Although Sunday is the day the constitution says Ukraine should be voting, it also does not allow it during wartime. He would have voted for Zelensky five years ago if he had had the chance and would vote for him now. Last August, President Zelensky was asked for his position in an interview on Ukrainian television and sounded sympathetic to holding a poll. As the United States Congress continues to dither over new military aid, elections in Ukraine became folded into the debate by some Republicans.

It is doing so in part because the plans and intentions of Ukraine’s Western allies are so vague. Just as the Kremlin is doing, Ukraine’s Western allies are signaling their resolve to “defeat” Russia without actually articulating what that defeat means. The military support Ukraine’s allies are willing and capable of offering stops precisely where Ukraine’s most pressing shortages lie: manpower. But Ukraine’s Western allies are failing to reckon with these realities and, amid growing reluctance by right-wing parties in the US and Europe to shoulder the costs, are resorting instead to triumphalist rhetoric. Western allies need to start recognizing their limited resources, or at least the limits to what they can or will offer Ukraine.

CNN —“Millions” could die in Ukraine’s war with Russia if US lawmakers don’t approve President Joe Biden’s $60 billion aid request for Kyiv, Ukrainian President Volodymyr Zelensky told CNN on Sunday. Zelensky’s warning came just hours after the Ukrainian leader made a rare admission of troop losses, saying that about 31,000 Ukrainian soldiers have been killed so far in the conflict, during a conference in Kyiv. Addressing the conference, Zelensky disputed Russian claims of much higher numbers when it comes to Ukrainian casualties. 31,000 Ukrainians, Ukrainian soldiers, died in this war. Internal political frictions and the replacement of popular military chief General Valerii Zaluzhnyi has also fueled concerns over military strategy going forward. "I think for Ukraine, there's really quite minimal difference between a president who can't deliver lethal aid and a president who won't deliver lethal aid. CNN —Russia and Ukraine exchanged air attacks on Thursday, with Moscow targeting cities across Ukraine and Kyiv striking the Russian border city of Belgorod, one day after Kyiv said it sank another Russian warship off the coast of Crimea. Hours later, Russian authorities said five people were killed and 18 injured, in a missile strike on the Russian city of Belgorod. Ukraine’s strikes on Belgorod on Thursday are the latest in a series of attacks on the city, which has been dragged into Moscow’s conflict. Ukrainian attacks on Russian regions near the border have continued almost daily for over a year, sometimes resulting in civilian casualties. At the end of last year Russia claimed Ukraine killed 24 people in shelling on Belgorod.

The Russian war machine is running at full tilt and has a much larger pool of men to draw from than Ukraine to replenish its ranks. Zelensky said he and Zaluzhnyi had a “frank discussion about what needs to be changed in the army. Frontline units in several vulnerable areas told CNN in recent weeks that they were often chronically short of ammunition, particularly Western 155mm artillery shells. The Russian military continues to make mistakes, but it is learning and adapting, especially in the exploitation of attack and reconnaissance drones and electronic warfare. The Russian military has also exploited glide technology to deliver aerial bombs more accurately, one reason that the Ukrainian offensive in the south faltered last summer.

Avdiivka, to the northwest of Donetsk city, remains the scene of some of the heaviest fighting as Russian forces continue their push from the north into the center of town. Even so, the DeepState mapping site suggests Russian forces are perhaps no more than several hundred meters away from the main supply route into town. Serhii Tsekhotskyi, an officer with the 59th Separate Motorized Infantry Brigade, told Ukrainian television that Russia was deploying large numbers of troop into the battle for Avdiivka. Lying just a few kilometers north of Donetsk airport, captured by Russian forces in early 2015 after months of periodically heavy fighting, Avdiivka has been firmly in Moscow’s crosshairs ever since. East of Kupiansk and the Oskil river, along the northernmost stretch of the battle, an army spokesman told Ukrainian television on Saturday that Russian forces were pressing.

Col. Gen. Oleksandr Syrskyi, one of Ukraine's most experienced commanders who had led the country's ground forces since 2019, was on Thursday appointed the new head of Ukraine's armed forces amid broader military leadership changes. It represents the most significant change to Ukraine's military leadership since Russia launched its full-scale invasion of the country nearly two years ago. Kyiv, Ukraine CNN —President Volodymyr Zelensky has announced the dismissal of Ukraine’s top commander, General Valerii Zaluzhnyi, in the biggest military shakeup since the start of Russia’s full-scale invasion almost two years ago. Oleksandr Syrskyi will become Ukraine's new military chief, in a consequential move by Zelensky. Launched last June, Ukraine’s counteroffensive in particular aimed to push south towards the Sea of Azov, splitting Russia’s forces in two and cutting its land bridge to Crimea. Despite the failure of Ukraine’s counteroffensive, the now-former military chief remains one of the most popular leaders in the country. With Ukraine’s independence in 1991, he rose through the ranks of the Ukrainian armed forces becoming a Major General in 2009.

Near Odesa, Ukraine CNN —All it took was six sea drones, powered by jet skis, to fell a Russian guided missile ship last week, according to a rare interview with the secretive Ukrainian unit behind the attack. But the sinking of the Ivanovets is another victory in Ukraine’s campaign against Russia’s Black Sea Fleet. Controlled from afar via a Starlink connection, the drones can also be pre-programmed for the long journeys across the Black Sea. Ukrainian drone pilots drove six drones into the Russian warship, causing it to sink. At a demonstration of the drones on the Black Sea, CNN saw one drone – identical to those used against the Ivanovets – pull off tight turns at speed on autopilot.

Zelensky did not offer clarify who would be replaced, but his comments come amid speculation over the future of army chief Valerii Zaluzhnyi. The army chief had suggested that the drafting of up to half a million additional soldiers was required, which Zelensky resisted. That operation began in June and was aimed at driving Russian forces back from the territories they have occupied since 2022, particularly in the south of the country. Zalzhnyi’s ouster would also be a politically risky move for Zelensky, given the general’s immense popularity has survived counteroffensive’s failure. A poll published by the Kyiv Institute of Sociology in December found 88% of Ukrainians supported the army chief compared to 62% for the President.

Read previewUkraine's military chief, Valerii Zaluzhnyi, said that the country must prepare for a decline in Western support in its war against Russia and instead win using unmanned vehicles and other technologies. While Russia has the advantage when it comes to brute force, Ukraine has often countered attacks using advanced and, at times, improvized tech solutions. He said that Ukraine must place its military on a new footing if it is to defeat Russia. CNN —Ukraine’s military intelligence says it sank a Russian warship off the coast of Crimea overnight into Thursday, landing the latest in a series of blows to Russia’s Black Sea Fleet after mounting a “massive” missile attack on the occupied peninsula hours earlier. Night-time footage supplied by Ukraine showed naval drones racing toward the Russian ship before exploding on impact, causing significant damage to the vessel. CNN could not independently verify Ukraine’s claims and it is unclear from the footage which vessel was struck and when. The vessel became infamous after it threatened to bomb Snake Island in the Black Sea if the Ukrainian soldiers defending it did not surrender.
